QUALIFICATIONS
The SmART Center Director (program administrator) shall be at least 21 years of age and meet one of the following sets of requirements:
- Have a minimum of a Bachelor’s Degree in Child Development, Early Childhood Education, Elementary Education, Child Guidance, Human Services, Nursing, Psychology, Physical Education, Recreation, Child Psychology, the Arts, Social Work, Sociology or Child Care, and have six months experience working with school age children; and have six months of administrative experience or have evidence of satisfactory completion of at least nine credits in management or administrative subject areas from an accredited institution of higher education; or
- Have a Bachelor’s Degree in any field or an Associate’s Degree in any of the fields listed in 102 CMR 7.32 (2) (a) 1; and have eighteen months working with school age children; and have six months administrative experience or have evidence of satisfactory completion of at least nine credits in management or administrative subject areas from an accredited institution of higher education; or
- Have a high school diploma or equivalent; and have four years of experience working with children, two-thirds of which is with school age children and have one year of administrative experience or have evidence of satisfactory completion of at least nine credits in management or administrative subject areas from an accredited institution of higher education.

Direct an in-house after-school/ day camp program Monday - Friday for up to 39 children.
- Promote, advertise, and post job posting for staff openings. Conduct Interviews (with CO’s) and recommend for hire all day care staff positions; provide orientation, training, Keep Safe training, supervision and evaluation of SmART Center program personnel.
- Design program. Philosophy, development of policies, procedures, and evaluation of SmART Center program.
- Delegate responsibilities to staff as needed.
- Write and submit grants that would benefit the Salvation Army Kids’ Club Programs
- Monitor the SmART Center budget and assist in the yearly revision.
- Develop the funds necessary to operate the SmART Center program.
- Handle all disciplinary action in a direct manner. Fill out all necessary forms, speak to parents, consult and inform C.O. of action taken.
- Maintain parental communication and relations including outreach and enrollment.
- Review and discuss discipline of staff with CO prior to meeting with staff member
- Drive vehicles, as needed for trips, daily pick-ups, etc.
- Conduct weekly staff meetings to review plans, guidelines, and any challenged faced.
- Maintain attendance records, medical release forms and other paperwork for statistical and official purposes.
- Conduct parental and child interviews. Enroll children and maintain current and accurate files on each child.
- Develop a community outreach link; to promote the program and fill open slots.
- Complete and submit on a timely basis, all state local and Salvation Army reports.
- Develop volunteer programs, following Keep Safe guidelines.
- Ensure compliance with all state and local licensing regulations.
- Participate in First Aid, CPR and other required OCCS training. (Apply for a 7-D license)
- Bill contract agencies (i.e., DSS/ CRCC/ Department of Education, etc.) remain informed about current childcare issues and act as an advocate for the SmART Center.
- Supervise Site Coordinator, Group Leaders, and all volunteers.
- Keep up with fees owed to The Salvation Army to avoid excessive debts.
- Encourage participation by the children in Corps programs
- Build bridges between SmART Center and Corps programs and Sunday Worship.
- Coordinate with Corps Officer/Youth Director for opportunities to integrate programs with Corps programming
- Work closely with office and support staff.
- Perform other duties as assigned by supervisor
- Represent The Salvation Army's spiritual ministry and social mission in the SmART Center.

Overview: The Victim Advocate (VA) will work with the Mobile Case Management Program Manager and the Assistant Director as an integral part of the Philadelphia Anti Human Trafficking Task Force and lead Victim Advocate for Working to Restore Adolescent Power (WRAP) Court. The VA will work as a liaison for victims of human trafficking as well as provide victim focused, trauma informed, screening and coordination between the task force members, Victim Service providers, and DHS. In addition, the VA will provide trauma informed clinical case management for victims of human trafficking and will work with the area service provider partners to ensure follow up and coordination of all immediate aftercare services. DUTIES & RESPONSIBILITIES
Coordination and support of an effective Salvation Army Emergency Disaster Services delivery system for disaster and crisis needs both in the Greater Boston/Mass Bay area, as well as in support of other events in the Commonwealth of Massachusetts.
- Assist with all Divisional preparedness and coordination of Emergency Management (EM) phases of response and recovery efforts, including identification of needs/roles/activities consistent with the strengths of the local and/or Divisional personnel, property, and programs
- Support coordination of Divisional logistical support in all EM phases including acquisition, inventory, and disposition of all emergency equipment and supplies, warehouse management, management of key vendor relationships, etc.
- Support EDS Corps with regular maintenance, inspections, and canteen readiness.
- Receive emergency alerts throughout Division, provide initial contact with Corps, coordinate additional Divisional resources when needed, and shares response involvement with EDS Director
- Provide coordination, communication, and operational support of MEMA initiated Resource Recovery Centers.
- Support development of volunteer disaster response teams, primarily those with EDS assets, and supporting interested Corps and Service Extension Units to develop capacity.
- Establishment and care of relationships with government and other disaster response partners. Serve as a liaison to key agencies and POC for regional MEMA, and immigration and homeless requests.
- Provide current information, updates, and pictures of EDS responses/activity to support efficient media releases.
- Assist in developing and maintaining a multi-level training program, including providing basic EDS courses to Division as needed (such as ServSafe Food Handler, CPR/First Aid, Intro to EDS, Keep Safe)
- In the absence of EDS Director, serve as lead for department, including daily supervisory responsibility of staff and volunteers as assigned.
- Responsible for reviewing the National Disaster Training Program Volunteer Database and support EDS vols/staff/officers with keeping information current; including providing ID badges as necessary.
- Support EDS Director with planning, coordination and implementation of regional/state special events and trainings (ex. Boston Marathon and EDS Training Summits)
- Attend and/or coordinate sharing of information to all MA Division Coordinating Councils re: EDS information, reports, updates, and opportunities
- Attend trainings, seminars, conferences, and workshops as requested.
- With approval, deploy to territorial/national/international disasters to support Salvation Army response/recovery efforts.

- Work in unity with the Corps Officers and Youth Peoples Sergeant Major (where applicable) to ensure programming excellence in all aspects of youth ministries
- Develop and maintain a healthy working relationship with all persons in accordance with the practices and policies of The Salvation Army
- Coordinate and implement the evangelism, discipleship, & leadership development of the young people involved in corps programs including opportunities for new ministry initiatives
- Act as Liaison to the Springfield Citadel Bridging the Gap program and mainline Corps ministries and programs.
- Plan and implement recruitment, leadership development & training opportunities to increase the quality and effectiveness of volunteer staff
- Regular contact and visitation of those that participate in youth activities and their families
- Provide leadership and support for youth Sunday School classes and other youth programming, including Powerhouse tutoring program.
- Provide leadership and support as needed for youth activities such as, Junior Soldiers, Corps Cadets, Bible Bowl, Music Programs, VBS, Troops Programs, etc.
- Recruit, coordinate, and transport kids attending camp, Youth Councils, young adult gatherings & other divisional events
- Maintain all records of attendance & statistics for related program
- Maintain clean work and program areas
- Maintain youth programming throughout the year including Christmas and summer break
- Attend all required Youth Ministries Coordinator meetings conducted by Territorial and Divisional Youth Departments
- Remain up to date with KeepSAfe training and other requirements
- Perform other related duties as assigned

Within policy guidelines established by the Board of Directors, the terms of the Purchase of Service Agreement, and licensing requirements, the Director is responsible for overall administration and supervision of the total program of day care services to families and children. These responsibilities shall include coordination and supervision of all program components, such as intellectual growth of young children, preventative health and social services, nutrition, staff development, community outreach, parent involvement in program operation, fiscal management and accountability, office and facilities management. In order to effectively carry out these overall responsibilities, the Director shall consider, confer and consult with other supervisory staff members of the center in arriving at decisions affecting areas in which these persons may be specialists.

To assist in the planning and execution of a program to provide childcare for children which
Takes into account the educational, social, developmental and health needs of the group, as well as the individual child.
To share responsibility for keeping equipment and material accessible and in good
condition in order to encourage maximum constructive use by the children.
To share responsibility for removing or reporting any damaged or hazardous equipment to the director of other designated person so that necessary action may be taken.
To share responsibility for planning and supervising an appropriate arrangement of
classroom equipment and furniture designed to promote optimal program functioning.
To assist in the overall planning for the best use of shared space in relation to the total center program.
To assist in planning the use of community resources to enrich the educational content of
the children’s program.
To assist in developing a program of sound educational goals appropriate to the age and
Developmental level of children which will enable them to make the most of future
educational opportunities.
