Overview

Position: Executive Director                                        

Department/Location: Developmental Disabilities Program; Divisional Headquarters, 701 N. Broad Street, Philadelphia

Reports to: Divisional Social Services Ministries Director                   

Supervises: DDP Program Staff

Schedule: FT 40+ hours per week with some evenings, weekends and holidays to fulfill the duties of this position.

Salary and Grade: $96,180 annually, depending on education and experience; 18 Exempt

Function: The Director is responsible for all facets of the planning, development, direction, and operation of a multi-state program in Eastern Pennsylvania and Delaware for adults with Intellectual and Developmental Disabilities and Autism.  The program includes residential support provided in community living homes and apartments (currently 40 locations, 98 individual), ranging from total 24 hours a day support to persons with multiple handicaps who require assistance with all basic daily living needs, to those who require only minimal supports for assistance with banking, healthcare planning and appointments, etc.  Community Oriented Day Services (Community Options) and Supported Employment are also a part of each state’s programs and seeks to development each person’s potential in Vocational and Employment activities as well as community participation and integration (currently serves around 100 individuals.)  Emphasis in the Developmental Disabilities Program is to provide the highest quality of services tailored to each person’s needs to support their continued growth while maintaining the health and safety of this very vulnerable population.

Responsibilities

  • Supervises all Residential and Day Program Directors in the two states as well as HR, Quality Assurance, Client Funds staff and Co-Supervises Accountant for the program.
  • Responsible to ensure that the office is structured to support the activities of the Program Directors and their staff as well as meeting the needs of individuals, including thru the development of databases and reports to assist with operations and the monitoring and oversight of needs and services provided.
  • Responsibilities include a substantial amount of fiscal planning and analyses and reporting to the states of Pennsylvania and Delaware and Medicaid billing entities for the $20 million plus program.
  • Ensures compliance with each states numerous regulations from both a fiscal and programmatic area of emphasis.
  • Designs reports for analyses and negotiations with funding agencies as well as for review of expenses by Program Directors for each service.
  • Securing of grants for assistance with property acquisitions and the planning of renovations to meet the changing needs of the individuals in the program, as well as securing grants (Federal and State) to support the continued operation of the program throughout the Pandemic.
  • Oversight of a wide range of purchases and accounts payable and payroll activities for 45 program and office sites.
  •  Oversight and planning of Human Resources is a significant portion of this position and includes compliance with Federal, State and Agency mandates, as well as working with governmental entities to secure a Living Wage for our staff. This includes budgeting for and projections for raises, construction and medication of wage scales, etc.
  • This position also functions as the Substitute Health Care Decision Maker for signing consents for Surgery and Medical Treatments as well as End-of-Life decisions individuals in the program, and also serves as the Rep Payee for Individual’s Social Security/Disability Payments.

Qualifications

  • Master’s Degree and 8-10 years of progressive experience, but Bachelor’s Degree with additional years of progressive experience will be considered, in the field of Intellectual and Developmental Disabilities and Autism ranging from direct services to successively greater administrative and management experience of multidimensional programs.
  • Extensive knowledge and skill in working with individuals with Intellectual and Developmental Disabilities and Autism including genetic, behavioral, and social-emotional needs as well as a working knowledge of health care issues and treatments commonly present in this population.
  • Knowledge of Governmental systems and funding mechanisms in each State and ability to analyze rates to provide feedback to funders, make comparisons to costs and work cooperatively with other agencies, legislators, and funders to effect changes in rates.
  • Must be organized and data oriented with the ability to design reports to facilitate analyses.
  • Excellent writing skills and ability to write grants.
  • Adaptability to daily changes in workload and priorities to meet emergency needs of individuals and program.
  • Ability to work with and feel comfortable with a highly diverse range of persons.
  • Child Protection Clearances PA Act 153 requires that all prospective employees complete the following clearance and background checks:  PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record/Fingerprint Check.
  • Must have an understanding of and appreciation for the Mission of The Salvation Army and the Developmental Disabilities Program.
