Salary and Grade: $93,000 per year; Exempt, Grade 15

The Resource and Development Officer (RDO) plans, organizes, and directs all philanthropic activity for The Salvation Army Harrisburg Worship and Service Center. This includes annual giving, major and planned gifts, solicitating and maintaining the funding needed for the annual operating budget, special event fundraising and Advisory board relations. The RDO is responsible for the leadership, supervision and management of the Development Department; to include managing of departmental staff, meeting financial and material needs, increasing volunteer engagement and support, oversight of fund-raising events, cultivation and management of donor and corporate relationships.  The RDO will raise awareness of The Salvation Army’s Mission, goals and financial needs. The RDO oversees all aspects of public relations to include media relations, social media presence, contact marketing systems and marketing materials.  The afore mentioned job function will be performed in keeping with the Mission of The Salvation Army. Other duties as assigned.  This is a full-time, exempt position.


  • Bachelor’s degree and minimum three (5) years in fundraising, development, or a related field with a proven record of success
  • Effective interpersonal skills
  • Excellent written and oral communication skills 
  • Proven expertise in building and maintaining positive relationships with diverse individuals.
  • High level of comfort with direct donor interaction including discussing personal/family finances, promoting Salvation Army programs, and asking for contributions. 
  • Confidentiality in all areas, mandatory
  • Demonstrate understanding and appreciation of ethical practices
  • Ability to work independently in a complex environment and manage multiple projects and conflicting priorities.
  • Preference is for candidate to live within the three (3) county geographic area (Dauphin, Cumberland, or Perry Counties).
  • Must have a willingness to travel and a valid driver’s license is required. 
  • Must be willing to be a team player, multitask, exemplify the highest degree of honesty and integrity.  Individual must be a self-starter, energetic and organized. 
  • Proficiency in Microsoft Suite, Microsoft Word
  • Experience with donor tracking software or database required.
  • Valid Driver’s License
  • As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 prior to employment.
  • Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check.
  • Must have an understanding of, and appreciation for, the Mission of The Salvation Army.
