Location/Department: Norristown/Housing Department
Availability of Position: Immediately (1 FTE )
Schedule: Full-time; Flexible must be available for On-Call, some evenings and weekends as needed
Reporting Relationship: Supervisor of Monitors
Salary and Grade: $15.00 per hour; 74 Non-Exempt

The Salvation Army’s Norristown Family Residence provides a trauma informed emergency shelter that provides a Safe Haven for homeless families and children throughout the County. The facility is staffed 24 hours a day, 7 days a week, with trained staff who work diligently to meet the basic needs of the clients. The Lead monitor supervises the monitor staff and is responsible for scheduling, paperwork, and compliance with regulations.


  • Responsible for the day to day supervision of all monitors, consults with the Monitor Supervisor as needed.
  • Prepare and post a biweekly work schedule in accordance with policy for all monitors ensure proper coverage of staff personnel, and when necessary perform on-call monitor duties.
  • Reviews the prior day’s shift log and making entries in accordance with procedures.
  • Compiles monthly statistics for the program and on its participates as required by various reporting agencies.
  • Monitor all participants work assignments to ensure shelter rooms & common areas are in high state of cleanliness.
    o Maintain shelter cleanliness by assigning chores to program participants.
    o Maintain cleaning, paper product, hygiene supplies, and laundry supplies in Shelter, as well as meal preparation and storage as directed.
    o Report any property issues to the Director of Housing Programs and maintenance.
  • Ensure that all Monitors follow rules and procedures using Sanctuary Model practices.
  • Comply with regulations regarding safety, fire, and health codes.
  • Take the lead in developing quarterly shelter staff meetings.
  • Assist in recruitment of participants for monitor positions.
  • Assist in the intake process by reviewing the Rules and Responsibilities with new residents.
  • Prepare and enable clients to live independently in community after discharge from program using Sanctuary Model practices.
  • Ensure all check out procedures are completed as directed by the Monitor Supervisor.
  • Maintain a working phone number and keep the Monitor Supervisor and Director of Housing Programs up to date with your contact information.
  • Performs related duties as assigned. 


The Sanctuary Model:

  • Maintain and uphold the principles and commitments of The Sanctuary Model.
  • Attend all relevant and necessary trainings associated with Sanctuary.
  • Complete S.E.L.F. group and exercise safety plan.
  • Attend Community Meetings when possible to reinforce Sanctuary Model with residents.
  • Create and maintain a safe environment for residents, staff, and self.
  • Create and promote a community that respects and embraces multi-cultural diversity.
  • Create and promote a non-violent and non-judgmental environment.
  • Share behavioral patterns and concerns with residents especially concerning children.
  • Assist residents with identifying stressors through assessment.
  • Assist with processing loss.



  • High School Diploma plus a minimum of two years of successful work experience in Human Service field or customer service.
  • Prior supervisory experience strongly preferred.
  • The ability to provide supervision for shift, CPR and Crisis Management Training, a plus.
  • Good verbal and written communication skills
  • Basic level computer literacy. Software to include Word, Excel, and LotusNotes/Outlook.
  • As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every five years thereafter. Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check.
