Position:  21st Century Learning Zone Site Leader (Part-Time)            

Department: The Salvation Army Philadelphia West Corps

Availability of Position:  Immediately

 Schedule:  Part-time 16.5 hours per week,

3:00 PM-6:15 PM (school open)

8:45 AM-3:15 PM (school closed)

Reports to:      Directly: Corps Officers;  Indirectly: Director of Compliance & Education Programs for Greater Phila.

Salary and Grade:   $14.50 per hour; 73 Non-Exempt


Position Overview: The 21st Century Learning Zone Site Leader will serve in a support role to the Corps Commanding Officers at the Philadelphia West Corps.  This position possesses limited independent autonomy.


Working directly under the supervision of the Corps Commanding Officers, the Site Leader will supervise programmatic aspects of the year-round West Philadelphia Learning Zone Program, including participant recruitment.  The Site Leader will serve as an advisor to the Corps Officers on matters of personnel management, fiscal management and program development.


Also the Site Leader will work with the Corps Officers and the Director of Compliance & Education Programs for Greater Philadelphia to ensure complete administrative compliance for internal and external entities.


  • Involvement in the total program with willingness to help in all areas as needed, including food service, outdoor/indoor activities, children with problems, classroom coverage, etc.
  • Promote observance of the moral and ethical code affecting program participants and staff.
  • Must be able to liaise with external (funding, licensing, inspection) and off-site (GPO) personnel, as necessary.
  • Understand, promote and facilitate the Mission of The Salvation Army at all times.
  • Ensure all communications and concerns related to operation of the program are handled in accordance with the proper protocols for the Phila for the Philadelphia West Corps.
  • Work with the Philadelphia West Corps staff to foster cooperative relationships in meeting the holistic needs of the community.
  • Must attend and contribute to Staff Meetings.
  • Responsible for sharing with the Corps Commanding Officers all matters of mutual concern relating to the total welfare of the program.
  • Must work to further develop a program to meet the expectations of funders, while meeting the Social & Emotional Learning needs of the participants.
  • Enforce quality standards of education and nurturing of the children throughout the total day of the program’s operation.
  • Follow guidance from Corps Officer and Director of Compliance & Education on curriculum.
  • Keep equipment and material accessible and in good condition to encourage maximum constructive use by the children, as well as remove or report any damaged or hazardous equipment to the Corps Officers so necessary action can be taken.
  • Responsible for ensuring staff document behavior and progress of each child, utilizing these records with staff for program planning and referrals, as need.
  • Handles all internal and external incident reporting for the program.
  • Directly supervises assigned program staff.
  • Helping staff find practical application for theoretical knowledge.
  • Maintaining a professional relationship in dealing with staff.
  • Create a mechanism for fostering parental engagement in the program.
  • Responsible for the ongoing marketing of the program to ensure the program is at full capacity year-round.
  • Child Protection Clearances PA Act 153 requires that all prospective employees complete the following clearance and background checks:   PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record/Fingerprint Check. Candidate must also complete the mandated reporter child abuse training in accordance with PA Act 153 of 2014. 
  • Must have an understanding of and appreciation for the Mission of The Salvation Army.



  • Bachelor’s Degree OR Associate’s Degree in child development, elementary education or related field OR two years of college with 18 credits in related field OR School-Age Child Care Credentials with one year of supervisory experience.
  • Strong communication and organizational skills; Should possess those qualities of heart, mind and character that apply to all those working intimately with people.
  • Leadership experience with peers or experience in leadership of organized/specialized programming.
  • Current CPR & First Aid Certifications preferred.
  • As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training periods every five year thereafter.
  • Meets the Child Protections Clearances required by PA Act 153 to include: PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record/Fingerprint Check.
  • Must have an understanding of and appreciation for the Mission of The Salvation Army.
