  • Overview

    This position is responsible to lead the finance team efforts on proposals, budgets, billing and audits for government funded social services programs and ensure that the organization is in compliance with federal, state and city contract requirements; will identify government grant opportunities; will support the RFP process and help ensuring new proposal funding risk assessments are completed.  This position is also responsible for detailed data entry to funder databases for budgets and billing such as NY City DYCD, DHS in Accelerator

    Responsibilities

    • Supervise Contract Billing Team / Contract Specialists  
    • Completes database entries as needed to submit contract budgets & billings for various government funded service programs for agencies: DYCD, DHS, Medicaid & Departments of Aging and Education.
    • Maintains government funded contract budgets, billing and financial reporting according to government grantor regulations and according to our organization’s policies
    • Follows up with funders and various government offices to assure contracts are properly registered with approved budgets and proper access is open for the billing exercise
    • Helps to guide agency policy and set up procedures for managing financial aspects of contracts including start-up, renewals, amendments, modifications, closeouts, etc.
    • Develops quality assurance systems and timelines to monitor and track contract mandates and deliverables
    • Prepares reports for management relative to contract management issues and trends
    • Ensures proper feedback to grantors regarding their contract monitoring visits
    • Helps coordinate audit visits and completes prep work required by auditors of government funded programs
    • Promotes pro-active contract budget management to prevent last minute spend downs
    • Identifies funding risks through assessments of new funding opportunities
    • Collaborate with other SA departments in the development and preparation of proposals (RFP) 

    Qualifications

    • Master’s Degree in public administrative or a related four-year degree with experience
    • Experience supervising finance, oriented staff in social service programs and or general finance management
    • Possess good knowledge of federal, state, local contract regulations
    • Ability to effectively communicate with grantors, vendors, clients and staff
    • Ability to write effective, clear and timely reports, proposals summaries and other documents
    • Computer literate and good capacity to effectively use multiple databases
    • Ability to use accounting systems to report out details as needed to bill funders and support audits
