Salary and Grade: $41,600 annually; 11 Exempt

Position Overview: The function of the Manager of Operations is to plan, direct and coordinate The Salvation Army West Chester operations including oversight of all programs and services. Duties and responsibilities to include the formulation of local policy and procedures, managing daily operations, facilities and planning the use of materials and human resources. Assist in the development and management of all program/service budgets. Oversee the development and maintenance of partnerships and build collaborations within the West Chester program area. Assist in the development and presentation of written and oral presentations to include proposals to fund programs through the United Way and local grants and foundations. The mentioned job functions will be performed in keeping with the Mission of The Salvation Army.
Manage program and service staff, preparing schedules and assigning specific duties as needed. Determine staffing requirements, and interview, hire and train new employees, to include the oversight of all processes involving personnel including yearly reviews, etc. In keeping with the organization’s policy and procedures, establish and implement departmental policies, goals, objectives, and procedures, conferring with organizations official representative, staff and when appropriate, board members. As needed provide training in the new policies. Confer and collaborate with appropriate stakeholders, partners, community members, agencies and corporations to establish goals and objectives for program/service to meet measureable program/service outcomes and to determine needed programs and services. Review and analyze accumulated data from program administrators to determine program/service satisfaction, outcomes and adapt same to meet community needs and to develop new program/services. Responsible for ordering, managing and up keeping of the West Chester Pantry and meal program. Oversee the preparation and maintenance of statistical, planning, accounting and personnel reports and records according to organizations policy and procedure. Direct, monitor and evaluate methods and content of all program/service. Collaborate in some areas with administrators in the development and evaluation of program/service manuals for all program/service. Create and maintain security protocol for all program/service areas such as closing checklist and storage equipment, etc. In consultation with program administrators, insure that all program/service has a faith based component in keeping with the organization’s Mission. Act as a liaison with Divisional Human Resources Department while performing duties related to hiring, changes, terminations and other HR functions. Oversee the office equipment inventory and supplies. Bachelor’s Degree in related field, i.e. Personnel Management, Business Administration, Social Program Development. A minimum of 2 years of successful work experience in the business field. Ability to multi-task with positive results. Understanding of Cultural Competency and Diversity. Valid Driver’s License with good driving record. High Level proficiency of Microsoft Office Suite programs (Word/ Excel/ Power Point & Publisher). Good communication skills verbal and written. Computer literate to maintain e-mails account (Lotus Notes). Must be able to maintain flexible schedule. Must be highly organized and good with analyzing and processing information with professionalism and confidentiality. Individual should be good with problem solving, and the ability to maintain supplies and inventory control. Child Protection Clearances PA Act 153 requires that all prospective employees complete the following clearance and background checks: PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record / Fingerprinting Check.
