    Position:   Divisional Contract Analyst (DCA)

    Location: Divisional Headquarters, Business Dept., 701 North Broad Street, Philadelphia, PA

    Availability of Position:  Immediate                           

    Schedule:  Full-Time; 40 or more hours per week

    Reporting Relationship: Divisional Secretary for Business Administration

    Salary and Grade:  $56,550-$70,700 annually depending on qualifications; 14 Exempt

    Position Overview: The DCA provides prompt review and follow- up for any and all EPA/DE contracts,  proposals, amendments, etc.   In addition, the DCA has responsibility for strengthening, supporting, and reviewing these entities to ensure that they are following current Salvation Army policy and procedures with regard to written agreements, contracts and memorandums of understanding as well as addendums, attachments and amendments.  The DCA will ensure that all program contracts are  compliant  with  Salvation  Army  Minutes  to  include,  but  not  limited  to  Accounting  Minutes  #3A,  Information Technology Minute 9, Legal Minute 3N, Policy & Procedure Minutes 23N.

    Responsibilities

    • Review all contracts, proposals, amendments, agreements, addendums, attachments, and applications and process through the Contract Database for CFC and THQ Legal This includes those related to HUD, single­ asset corporations, and Partnership arrangements.
    • Work with funding agency representatives to ensure that The Salvation Army’s interests are protected in the agreements and that the terms and conditions of the agreements can be met by the local operating
    • As necessary, update and distribute Contract Compliance Checklists to act a as a procedural guideline for use by field locations for contract, proposal, amendment, addendum
    • Consult with other DHQ Departments to ensure that appropriate IT, Finance, HR and Social Services standards are
    • Collaborate with  the  Development  Department  to  create,  develop  and  maintain  positive  relationships  with funders and community /government
    • Represent The  Salvation  Army  in  appropriate  workshops  dealing  with  contracts,  proposals,  amendments, agreements, addendums, attachments, and
    • In keeping with the Army's mission statement, the Divisional Contract Analyst will give ongoing priority to bridging between the funding/contract sources and The Salvation Army individual
    • Identify any problems with incoming and/or existing agreements and follow through on the rectifying of these problems in accordance with Salvation Army policy and
    • Monitor funding program and legislative trends, reporting any anticipated or observed operational concerns, funding stream concerns, and other important contractual issues to the General Secretary, Program Secretary and the Divisional Social Services
    • Examine pending state and federal legislation for potential impact on the Pendel Follow up with various department heads as necessary to alert them as appropriate.
    • Inform relevant personnel on pending
    • Review, research and respond to all legal questions affecting the Pendel
    • Prepare and maintain a step-by-step procedural guideline for all tasks associated with the

    Qualifications

    Bachelor's Degree plus two years related work experience, or Master's  Degree in related field required.   Prior work experience involving contracting with HUD is helpful.   Prior work experience with The Salvation Army, which would provide some knowledge of Salvation Army policy and procedure, strongly desired. Understanding of law and government including, but not limited to, knowledge of laws, legal codes, court procedures, precedents, government relations, executive orders, and agency rules. Knowledge of principles and processes for providing customer service, including customer needs assessment, meeting quality standards for services and evaluating customer satisfaction. Excellent proofreading skills, interpersonal relationship skills, and the highest standards of integrity and credibility are required. Meet the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every three years thereafter. Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check. Must have an understanding of, and appreciation for, the Mission of The Salvation Army.
