SUPERVISES:          Coalition Interns and Fellows. Street Outreach and Well volunteers.


STATUS:                   Non-Exempt              

SCHEDULE:            Full-time. Must be available evening and weekend hours for training and outreach efforts. 


This position will provide leadership and support to The Salvation Army Core Regional Coalition Partner fulfilling all duties outlined in the grant agreement, including those listed below. This position is also responsible for conducting direct outreach to victims of human trafficking, outreach and prevention education to youth and training for professional and community audiences.


  • As Regional Coalition Specialist:
    • Support the activities of the host coalition and outreach to identified counties without a coalition, including:
      • Attending and/or facilitating coalition and coalition sub-committee meetings
      • Completing and disseminating meeting minutes
      • Assisting with the management of coalition website and social media efforts
      • Managing coalition membership
      • Providing orientation and linkage for new coalition members
    • In partnership with the other Regional Coalition Specialists, develop training content on foreign born victims and labor trafficking.
    • In partnership with the other Regional Coalition Specialists, integrate the foreign born victim and labor trafficking training content into human trafficking trainings offered by coalitions, anti-trafficking advocates, the Ohio Peace Officer Training Academy and any other providers of human trafficking training in Ohio.
    • Work with the Regional Coalition Specialists, the Ohio Human Trafficking Commission and the State Human Trafficking Coordinator to incorporate outreach and coalition building tools into Ohio’s Human Trafficking Toolkit.
    • Network with local partners to increase the coalition’s capacity to identify foreign born victims, identifying at least 5 new coalition partners per year.
    • Ensure that the coalition structure and membership includes the following key partners: Law enforcement, Refugee Services, Immigrant serving organizations, Local Job and Family Services representatives/Child Welfare, Child Advocacy Center, Local government representatives, Human Trafficking and other crime victim advocates, including Domestic Violence, Faith community representatives, Medical providers, Mental Health providers, Alcohol and Other Drug treatment providers, Shelter/housing providers, Legal services providers
    • Provide the Coalition Manager of the host coalition and Office of Criminal Justice Services with timely fiscal and program reports, including all necessary performance measurement data.
  • Conduct direct outreach to victims of sex and labor trafficking through a variety of means, including but not limited to:
    • Street outreach
    • Internet outreach
    • Onsite outreach at immigrant serving organizations
    • Onsite outreach with health partners
    • Onsite outreach with ethnic businesses
    • Meeting with middle and high school students to educate them on human trafficking red flags and reporting
    • Distributing outreach materials in high risk communities
  • Collect and manage data and provide it to supervisor.
  • Assist in the organization and implementation of the ESC Public Education Program.
    • Identify potential audiences, including by not limited to social services, medical, education, and law enforcement audiences such as ER and urgent care providers, sexual assault/forensic nurses, County and Municipal Court judges, magistrates, social services providers, university and faith groups, and the hospitality, cosmetology, and restaurant industries.
    • Schedule and conduct trainings
    • Collect and analyze training effectiveness data and share results with supervisors
    • Coordinate the ESC Training Team and ensure that Training Team Trainings are conducted at least two times per year. Maintain a database of trained trainers.
    • Provide training for social services personnel, law enforcement and other key audiences in designated counties.
  • Identify foreign national and domestic victims of human services and ensure that they are linked to ongoing care.
  • Complete other tasks and duties as assigned by supervisor.


  • Bachelor’s Degree in Social Work or related field.
  • At least one year of experience with anti-human trafficking activities, coalitions or victim-serving organizations
  • Excellent organizational skills
  • Excellent written and oral communication skills
  • Experience working effectively in cross-cultural settings
  • Must be able to obtain and maintain driving privileges per Salvation Army insurance standards 
  • Willingness to uphold and support The Salvation Army’s mission and ministry
