    The Empire Division's Human Resources Department has an immediate opening for a full-time Human Resources Assistant. This position will assist with processing all personnel requests, including hires, transfers, promotions, reclassifications, salary adjustments, terminations, etc., while providing superior customer service to all job applicants, divisional employees, hiring managers, and Corps Officers.  


    This position works out of our Syracuse, NY administrative offices to support the entire upstate NY region, and includes over 600 full and part time staff.

    • Enter data into HRIS database system and create workforce reports as needed
    • Process new hire paperwork (including completing background checks), salary adjustments, transfer/reclassifications and terminations as necessary
    • Compile and enter payroll deductions such as garnishments, United Way, health and life insurance, LTD and 403(b) deductions
    • Field Human Resource telephone calls and respond to general HR inquiries, as well as transferring to appropriate staff member
    • Personnel file and applicant management to include:  filing personnel paperwork and routing applicants to appropriate hiring managers
    • Assist with payroll processing to include:  reviewing electronic time sheets, sorting and distributing checks
    • Typing, copying, faxing information and documents as needed or requested
    • Replenish various HR documents (packets) in forms drawer and assemble as needed
    • Provide backup support for Front Desk to include:  mail processing, answering telephone calls, visitor sign-in, and performing other clerical/administrative assignments as requested
    • Ensure confidentiality of sensitive employee data ensuring all payroll information, files and records are maintained in accordance with federal, state and local laws and agency requirements
    • Provide back up support to Benefits Administrator to reconcile monthly health, life pension, as needed
    • Demonstrate cultural competence, and support Empire State Division Strategic objectives


    • Associate's Degree and minimum one year human resources experience at a non-profit/human services agency  required.
    • Strong skills in organization, customer service and written / oral communications are required
    • Strong computer skills with ability to navigate HRIS system. One year of HRIS (ADP or Ultipro) system experience preferred.
    • Prior experience with hiring candidates needing clearance under OPWDD, OMH, and/or OCFS regulations preferred (NY State Central Registry, State Exclusion List, Justice Center Criminal Background Checks)
    • Attention to detail a must.
    • Preferred: Bachelor’s degree in related field and knowledge and or experience in Human Resources areas: recruiting, employee relations, compensation, benefits, payroll, etc.
    • PHR and/or SHRM-CP Certification preferred.
