Scope & Purpose of Position: Provide leadership and direction in the implementation and maintenance of a comprehensive emergency disaster services program. Develop, manage, and coordinate effective disaster services training and field operations within Connecticut and Rhode Island.

Volunteer Coordination & Training

  • Build, develop, and maintain a volunteer base in accordance with TSA volunteer policies that is able to respond properly to calls for emergency services, canteen, and other services.
  • Develop, retain, and strengthen dedicated volunteer teams, capable of responding to Divisional, Territorial, and National Disasters, including trained Incident Command teams to include emotional and spiritual care teams.
  • Develop and implement a disaster training calendar including basic, intermediate, and advanced courses.
  • Develop training materials needed to enhance the National Disaster Training Program in the SNE Division.
  • Coordinate training and response efforts with the Territorial Disaster Services Coordinator to offer service to the territory and receive support, as well.
  • Manage the volunteer deployment process in response to THQ requests for support to other divisions or territories active in major disaster response.
  • Ensure all volunteers are properly trained and certified, in accordance with Salvation Army policies and procedures.
  • Update EDS volunteer database and connect volunteers to EDS community and assist in providing training as needed.
  • Provide ServSAFE and First Aid training to divisional programs as requested and available.
  • Work with divisional social services department to determine site/team leaders and provide additional training in administration, resource management, and long term recovery.
  • Implement the Preparing Together program by training volunteers to assist seniors and people with disabilities, along with their caregivers, in developing a personalized disaster preparedness plan.

Disaster Response

  • Monitor all approaching storms and disaster activity, natural or man-made.
  • Establish and maintain contact with county coordinators at first knowledge of impending disaster to provide support, formulate action, and secure information.
  • Prepare response initiatives in conjunction with officers, volunteers, and employees that will ensure good outcomes of service during times of disaster, within the scope and breadth of services available in the Division.
  • In conjunction with the Incident Commander, or designee, coordinate the response of canteen units to any disaster in Connecticut and Rhode Island, or wherever the canteen units may be deployed.
  • Respond to the scene of an emergency or disaster within the division as necessary, to determine the extent and time projections for disaster services.
  • Provide services to victims as well as disaster workers and volunteers at the scene of the disaster.
  • Ensure units are ready at all times.
  • Be actively involved in Divisional and Territorial deployments of officers, employees, and volunteers.
  • Keep supervisor fully informed during times of response.
  • Provide up-to-date reports, information, and pictures on EDS deployments and activities within SNE Division.
  • Provide information to DHQ during large disasters regarding donation needs.
  • Develop, maintain, and lead a rapid response team of credentialed EDS emotional and spiritual care volunteers available for deployment.
  • Provide pre and post deployment care to officers, employees, and volunteers servicing at disasters.
  • Work with divisional social services department to prepare officers and social service employees for social service recovery components of disaster response.
  • Ensure that an emergency response plan is in writing and in place for each Salvation Army corps/facility (lock down procedures, fire drills, etc.).
  • Support the development of field ‘go-kits’ to be activated during a larger disaster containing necessary supplies and resources for disaster social services.
  • Work with DHQ to help develop and maintain the business continuity plans in the event operations are disrupted by disaster.

Community Relations

  • Maintain active participation and relationship building with regional, state, local government and non-government agencies, other Salvation Army EDS units, and planning groups to effectively and efficiently respond to disasters.
  • Foster partnerships with other faith-based groups, corporations, and community organizations in order to obtain supplies and resources for disaster services.
  • Establish and maintain cooperative relationships across the Division, with Salvation Army Corps, Service Units, local public, and private agencies that provide disaster relief to ensure effective service.
  • Cultivate officers, employees, and volunteers to represent The Salvation Army at various community task forces and special projects, in order to maintain select partner agency relations.
  • Explore public relations opportunities to expand the utilization of EDS resources in the division such as special events, parades, community outreach programs, etc.
  • Provides updates to Public Relations office to formulate news releases and media information.
  • Serve as liaison to local, state, and federal officials, as well as the local and regional FEMA offices.
  • In conjunction with the Divisional Development Department, actively participate in fundraising for the disaster services’ budget in order to sustain the program.
  • Provide opportunities to educate and promote EDS to both internal and external audiences for fiscal support.

Administration/Operations

  • Develop, maintain, and implement an operations manual for EDS.
  • Develop annual EDS objectives.
  • Keep abreast of current trends in disaster services, response, and operational procedures.
  • Prepare for and attend EDS related meetings as requested.
  • Maintain and update all files and reports in the Emergency Disaster department.
  • Prepare all activity reports and statistics in a timely manner.
  • Prepare and submit monthly disaster reports to the Divisional Secretary.
  • Maintain sound fiscal management of the disaster budget.
  • Assemble and maintain inventories of EDS supplies and equipment throughout the Division.
  • Execute vendor agreements.
  • Process requisitions through supervisor per Salvation Army policies and procedures.
  • Employ a vehicle service calendar for all disaster vehicles, ensuring all safety and inspection standards are in compliance.
  • Ensure that the canteens, equipment, trailers, and garage are maintained, kept cleaned, adequately supplied, and in good repair.
  • Make sure all EDS related property of The Salvation Army is accounted for and maintained in a secure environment.

Qualifications

  • BS or BA preferred
  • At least three years of disaster services management experience is required
  • Five to ten years of experience in a managerial/leadership position with a successful performance record off accomplishing tasks on schedule and within budget
  • At least two years of prior supervisory experience, to include employment/volunteer recruiting and performance management
  • Experience in a non-profit organization is preferred
  • Expertise in emotional and spiritual care is highly desirable
  • Ability to conduct training courses from the National Disaster Training Program
  • Knowledge of Incident Command System
  • Precise verbal communication skills and active listening skills required
  • Bilingual in English and Spanish preferred
  • Proficient in Microsoft Word, Excel, Publisher, and PowerPoint.
  • Strong planning, organizational and management skills with great attention to detail
  • Ability to research, compile, and summarize a variety of informational, technical, and financial data and materials
  • Ability to effectively multitask
  • Must be a team leader with the ability to build teams
  • Must be able to follow-through on action items with short notice
  • Ability to work under stressful and unpleasant conditions
  • Must be able to present various EDS related materials to small and large groups
  • Must be willing to work irregular hours and be available to travel on disaster assignments, including other states and internationally
  • Valid driver’s license
  • Knowledge of Salvation Army policies and procedure is beneficial
  • Ability to keep information confidential
