Position: IT Operations Manager

Reporting Relationship: Director of Information Technology; Indirectly to the Business Secretary

Salary and Grade: $50,000-$62,000; 13 Exempt with excellent benefits options, pension and paid time off       


Position Overview: Plan, direct, or coordinate activities needed to provide hardware, software and network support for onsite and remote users (telephone, remote and desk side).  Schedules work related to the installation, configuration, modification and maintenance of user’s workstations, troubleshooting when needed. Occasional travel to remote sites may be needed.  Assists the IT Director in various projects. 


Description of Position:

  • Direct daily operations of IT Client Support Department, analyzing workflow, establishing priorities, developing standards and setting deadlines.
  • Calls or meets with department heads, directors and corps officers to schedule installations and software upgrades and to solicit cooperation and resolve problems.
  • Review project plans to plan and coordinate project activity.
  • Assign and reviews the work of Client Support Technicians.
  • Provide users with technical support for computer problems.
  • Insures that data security and control steps are taken to insure data control, data safety and disaster recovery.
  • Participates in staffing decisions, by helping to recruit, hire, train and supervise staff.
  • Stay abreast of advances in technology.
  • Consult with users, management, vendors, and technicians to assess computing needs and system requirements.
  • Works with the IT Director to evaluate the organization's technology use and needs and recommend improvements, such as hardware and software upgrades.
  • Stays current on trends and changes within the IT management field.
  • Prepare and review operational reports or project progress reports.
  • Evaluate data processing proposals to assess project feasibility and requirements.
  • Purchases only SA approved equipment as needed and in accordance with applicable SA policies
  • Manage backup, security and user help systems as scheduled and as determined by the IT Director.
  • Takes the lead in troubleshoot and resolve end user, computer and network related problems
  • Provides technical support and troubleshooting of hardware when CS Techs are unable to resolve the issue.
  • Assists the director in developing user training communications, material and procedures
  • Insures that new computers specification are well documented, that new computers are consistently configured to meet SA software standards, and that follow up needed by the users of those new computers are minimized.
  • Provides day to day direction to and supervision of client support technicians helping each client support technician to grow in their capacity and value to The Salvation Army.
  • Works to insure that customer services standards as set by the IT Director are met in terms of any promised completion dates, and CST productivity levels (which are to consider the size, scope and anomalies of any installations, etc.)
  • Keeps the IT Director informed and seeks direction whenever unusual situations and trends are identified.
  • Please note that this is not an exhaustive list of duties, but rather lists the primary and most likely list of duties. The Client Support Technician must be flexible and know that other duties related to the IT functions in the PENDEL Division will also be required.
  • Performs related duties as assigned.



Requirements:  High school diploma required.  Some related college coursework or IT Technical School certificate required.  Bachelor’s degree not required but desirable. Comptia A+ certification required and Network+ desired. At least two years of prior relevant work experience in a Client Support Tech role is required. Must be able to multi-task in a dynamic work environment for a large area. Experience working with queueing systems, and scheduling of work orders is a plus. Previous experience working in a supervisory capacity required, even if not in IT function.  Valid driver’s license required.  Good organizational and interpersonal skills. Excellent written and oral communication skills.  Must be able to routinely lift personal computer equipment (Large printers, monitors, etc.)  Child Protection Clearances PA Act 153 requires that all prospective employees complete the following clearance and background checks:   PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record/Fingerprint Check.
