Position Overview:  The Manager for Permanent Housing will provide oversight for crisis intervention, supportive and/or intensive support and advocacy services for individuals and families facing a housing crisis.  The Manager will also provide supervision and individual and family case management and services to aid in securing and maintaining safe affordable housing. Supervision of the HUD/CoC/ESG Housing programs.

Responsibilities

  • Supervises the day-to-day program operations of the Permanent Supportive Housing programs (HALE, ESG and COC) to ensure that all specified funder requirements are being adhered to and achieved. 
  • Provide direction and supervision to HALE, ESG and COC Case Managers and volunteers in line with agency mission, vision and goals. Provide direct training to all HALE, ESG and COC Case Managers to ensure requirements for documentation and HUD Rapid Re-Housing Housing requirements are being met.
  • Provide direct support to Case Managers through monthly Supervision, assistance on Home Visits, Crisis Intervention and interactions with Landlords as needed.
  • Responsible for File Review of all HALE, ESG and COC programs, addressing any concerns with case files with each Case Manager on a monthly basis.
  • Ensure all HUD Permanent Supportive Housing Guidelines are being met in the HALE, ESG and COC programs.
  • Responsible for assessing eligibility for all HALE, ESG and COC programs, assigning caseloads and ensuring applicants are coming through the proper Coordinated Entry referrals.  Attend all COC meetings: Data Administrator meetings, Coordinated Entry meetings, Funded Agency meetings and others as assigned.
  • Provide brokerage and networking advocacy; coordinating service with other providers, agencies and programs, and making referrals for auxiliary services as needed.
  • Responsible for coverage in Case Manager’s absence.
  • Complete monthly reporting of TSA STATS for all HALE, ESG and COC programs, and complete monthly ESG report.
  • Run HMIS error reports quarterly and assist Case Mangers with correcting errors. Complete annual reports for HALE programs.
  • Responsible for monitoring proper expenditures, reviewing and approving check requests and keeping track of inventory.
  • Actively participate in case conferences, staff meetings, service coordination meetings, supervision, professional and in-service training sessions.
  • Act as on-site supervisor for all EPAS programs in EPAS Director’s absence. 

Qualifications

  • Bachelor’s degree in human services preferred, with at least 3 years of experience or equivalent of education and experience.
  • Knowledge of community resources required.
  • Must have regular access to private transportation during work hours.
  • Must possess a valid NYS driver’s license that meets The Salvation Army insurance requirements.
  • Supervisory experience preferred.
  • Must be able to meet in client’s homes, physically negotiate stairs, lift up to 40lbs. and perform all duties associated with job responsibilities.
