Overview

Position: Facilities Manager
Department: Maintenance
Availability: Immediate
Schedule: Full Time - Monday thru Friday (8:30am to 4:30pm)
Reporting Relationship: State Coordinators
Salary Grade: 77; Non-Exempt

Responsibilities

 Position Overview:

The Facility Manager (FM) directs, oversees, and leads all aspects of the facilities maintenance in order for there to be a clean and safe environment for the program participants and staff, including, but not limited to, facility and grounds cleanliness, equipment maintenance, property repairs, property vendor management, vehicle upkeep, and yearly inspections.

 

Description of Position: 

 

Key Accountabilities:

The items below are duties the Facility Manager will need to accomplish, along with a weighted percentage of how time is typically allocated to the position:

  • Preforming Commercial Maintenance (75%)
  • Staff, Client, And Vendor Communication (25%)

 Performing Commercial Maintenance (75%)

  • Complete the following duties, as assigned: carpentry (both rough and finished,) drywall repair, painting, and repair doors, as well as minor electrical, plumbing, HVAC, and concrete placement and finishing work.
  • Maintain associated tools in excellent working order and in an organized manner.
  • Monitor material use and tool needs for each direct report.
  • Keep detailed paperwork and service records, as well as timekeeping records.
  • Multitask repair and maintenance duties as emergencies arise, ensuring the work is completed in a productive manner.
  • Independently complete tasks and, as necessary, identify all issues which require attention.
  • Conduct property inspections on assigned properties, then work to correct any issues identified on the properties.
  • Complete and ensure direct reports’ timesheets are completed, accurate, and submitted to Administration.

 

Staff and Vendor Communication: (25%)

  • Represent Salvation Army values of on-time, customer focused service to all employees, clients and vendors.
  • Work with Salvation Army Mission, Vision, and Values, statements and enforce these statements with all staff vendors.
  • Staff Communication:
    • Attend weekly meetings with the office staff to discuss job status, scheduling, general information, employee needs, etc.
    • Attend monthly meetings for the Property Committee and discuss items pertinent items, including maintenance of Salvation Army buildings and quarters.
    • As the primary information conduit between the office and field, provide project related information and documentation to all office staff in a timely manner and answer questions, as needed.
    • Report all property related issues and deficiencies to the Corps Officer and Property Committee, including descriptions of work needed, contractors needed to solve issues, and materials needed as part of these projects.
    • Attend all department defined training.
  • Vendor Communication:
    • Evaluate maintenance projects to ensure vendors are following the terms and conditions, as well as the scope of work, for subcontracts and purchase orders held with The Salvation Army and enforce the terms and conditions, and scope of work, as needed.
    • Assist with creating and maintaining relationships with subcontractors and material suppliers, ensuring there is a robust list of vendors for The Salvation Army to gain credible, multiple bids.
    • Work with key vendors, as needed, to discuss contract services, contract terms, and the general overall health of the service relationship with Salvation Army as needed.
    • Ensure all work invoices are sent to the proper area for reimbursement – Finance Clerk, Corps Officers, and/or Divisional Headquarters.

Qualifications

Minimum Qualifications:

  • Trade School degree or equivalent experience.
  • 3-5 years of commercial construction experience.
  • Understand and have proficiencies in the following areas: carpentry - both rough and finished (required), drywall repair (required), painting (required), concrete placement and finishing (required), understanding of doors and door hardware (required), minor electrical (preferred), Minor Plumbing (preferred), minor HVAC (preferred), minor fire alarm and sprinkler system installation (preferred).
  • Ability to walk, bend, kneel, stoop, crouch, climb, stand for long periods, sit for prolonged periods at a desk, maintain good balance all day, and get into areas with restricted access headroom conformity.
  • Possess the following vision abilities: close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Ability to comprehend construction drawings, specifications and building codes.
  • Ability to comprehend construction systems and materials and how to maintain them.
  • Ability to work independently and in groups, manage multiple projects and deadlines, and be self-directed.
  • Ability to function well in high-paced and maintain composure during stressful situations, as well as maintain and embrace flexibility.
  • Ability to utilize computer programs in the Microsoft Office Suite of computer programs.
  • Successful customer service experience.
  • Excellent organizational agility, as well as superb analytical, problem-solving, and math skills.
  • Highly developed interpersonal skills, including being able to meet people with ease and work within a team.
  • Excellent verbal and written skills, including possess the ability to fluently read, speak, and write English.
  • Possess a valid PA driver’s license, with the ability to be approved to drive a Salvation Army vehicle.
  • As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every five years thereafter.
  • Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check.
