Schedule: Full-Time (40 hours a week), Monday Friday, 9am -5pm

Salary/Grade: 10, Exempt

Responsibilities

Position Overview: The Victim Advocate (VA) will work within the Mobile Case Management underneath the Program Manager and the Assistant Director as an integral part of the Pennsylvania Anti Human  trafficking Task Force. The VA will work as an advocate and liaison for victims of human trafficking as well as provide victim focused, trauma informed, screening and coordination between the task force members, Victim Service providers, and other community organizations. Victim Advocates will be required to travel along the Pennsylvania Eastern Territory to meet with clients, lawmakers, and community partners. In addition, the VA will provide trauma informed clinical case management for victims of human trafficking and will work with the areas service providers and partners to ensure follow up and coordination of all immediate aftercare services. The VA will be responsible to participate in awareness, outreach and training events when applicable as well as develop rapport with local and state law enforcement and social service partners.

 

Duties:

  • Manage a direct service case load of 8-12 clients at any given point in time.
  • Conduct Initial screening and intake of newly identified clients both virtually and in the field. Conduct biopsychosocial assessment of clients enrolled in case management.
  • Ability to travel throughout the Eastern Pennsylvania Territory and designated counties to meet with clients and partners as required.
  • Ensure timely coordination of client meetings both virtually as well as in person in order to provide adequate and consistent services upon each client’s enrollment into case management.
  • Provide clients with adequate referrals to resources and aide in the meeting of immediate needs.
  • Develop individualized, client-centered, trauma-informed, and culturally sensitive service plans for self-sufficiency with clients.  These goal plans are mutually agreed upon goal plans with clients addressing areas such as employment, education, vocational training, withdrawal management, housing, mental health, physical health, family, and financial goals.
  • Support clients in reintegration into the community to develop a sense of voice and regain power and control after suffering forms of severe trauma and sexual exploitation.
  • Engage clients in life skills development activities to include budgeting, time management, emotion management, coping skill development, and others based on individualized service plan as a part of ongoing case management.
  • Keep up to date case notes and ensure client confidentiality in all forms of communication.
  • Participate in management of a 24/7 hotline for response to victims of HT and coordinate services needed for all potential victims.
  • Participate in Human Trafficking Response Team, field calls and screening of potential victims of HT with local, state, and federal law enforcement, and participate in advocate support.
  • Advocate for ongoing trauma informed care and victim center approach to investigations and prosecutions arising from the Philadelphia Anti Human Trafficking Task Force.
  • Build rapport and relationships with local state, and federal law enforcement partners on both sex and labor trafficking cases to ensure ongoing communication and victim centered policies.
  • Submit timely reports on case management duties into Service Point as ongoing client case documentation.
  • Establish and maintain connections with community and statewide resources
  • Staff can be called upon to represent the Salvation Army and support fundraising efforts as needed.
  • Performs related duties as assigned

Qualifications

Requirements: BSW or related degree required. MSW preferred.  Two years of experience working in human trafficking victim services or a related field (ex. Domestic violence, sexual assault, immigrant rights, workers’ rights) in a role that involves direct service provision. Experience with trauma informed care, preferably a working knowledge of Sanctuary Model for Trauma Informed services. Must have an understanding of the issue of domestic human trafficking. Must have a valid driver’s license and reliable transportation to travel from site to site as may be needed in the performance of duties.  Must be willing to travel long distances to meet with clients and community partners. Professional-level communications skills.  Bilingual in Spanish preferred. As a Mandated Reporter, must provide proof of having completed training on recognizing and reporting child abuse meeting the training standards of PA Act 153 of 2014 within 30 days of employment with recurrent training required every five years thereafter. Meets the Child Protection Clearances required by PA Act 153 to include PA Child Abuse History Clearance, PA State Police Criminal Record Check and FBI Criminal Record Check.
