SCOPE AND PURPOSE OF POSITION:
The Homeless Services Coordinator is responsible for managing the delivery and continuation of services provided to unhoused people seeking food, support and physical/material needs, with a focus on those experiencing street homelessness. Coordinator must have knowledge of community resources and a strong understanding of the needs of people experiencing homelessness in the City of Utica.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Organize services to unhoused people seeking assistance from The Salvation Army, including food pantry, soup kitchen, access to clothing, hygiene supplies and community resources
• Determine eligibility for services, as defined by funder
• Assist with daily soup kitchen
• Organize efforts involving food pantry services
• Organize presentations on healthcare and community services, including general health screenings and assessments, wound care, referral services – available during soup kitchen mealtimes
• Manage housing referrals and rental assistance, as funding is available – including security deposits, arrears to prevent evictions, and housing inspections for habitability and public safety
• Secure permits for the drop-in center
• Conduct outreach efforts and engage people experiencing homelessness – which may include street outreach activities. Must be comfortable engaging people living in places not meant for habitation (ie. Under a bridge, in a park, in the woods, etc.)
• Participate in the NY-518 Continuum of Care (Homeless Coalition) and record data in the COC HMIS
• Remain an active member of the Center for Hope project/partnership between Helio Health, Center for Family Life and Recovery, and Community Health and Behavioral Services; attend meetings and participate in collaborative work to address homelessness
• Submit quarterly and year-end performance report to City of Utica using the “HOME-ARP Quarterly Subrecipient Progress Report”.
SPECIAL SKILLS, CERTIFICATES, LICENSES, REGISTRATIONS:
• Minimum of associate’s degree in human services related field, preferred. Would consider extensive experience in lieu of a degree.
• Minimum of one year of experience in a position related to programs or services for the homeless and low-income families.
• Responsible to complete CPR, Narcan and other training as assigned.
• Work consists of moderately complex procedures and tasks where basic analytical ability is required.
• Strong organizational skills required, including computer skills, ability to manage multiple deadlines
• Strong communication skills (both verbal and written). Able to work collaboratively with other providers in the community and represent The Salvation Army
• Current and valid driver’s license that meets The Salvation Army insurance requirements.
