The Officers' Services and Records department as an open position for an Officer Health Services Manager. The Officer Health Services Manager (OHSM) administers the health and wellness benefit and insurance plans for active and retired officers in the Eastern Territory.

 

Based in West Nyack, NY this position requires approximately 35 hours of work per week and may be eligible for a hybrid work arrangement.

 

Responsibilities

  • Possess comprehensive knowledge of all Minutes and policies regarding health and wellness benefits for active and retired officers in the Eastern Territory and ensure officers are advised of any changes to policy/coverage.
  • Administer the Officer Health Care Provisions. Advise Chesterfield Resources of any changes to an officer(s) status affecting coverage or changes to dependent eligibility. Notify officers of any changes to coverage or dependent eligibility.
  • Process all incoming cadets, graduating cadets, and re-acceptances to ensure enrollment in OHCP and provide health benefit and life insurance information to the cadets and officers as needed through presentations and printed material.
  • Administer the Officer Wellness Program. Process and maintain enrollment information. Possess knowledge of and adhere to the guidelines of the OWP for reimbursements to participating officers. Promote the program and encourage officers to enroll and/or to re-enroll.
  • Administer the MetLife Basic life insurance enrollment and beneficiary designation forms for active and retired officers and MetLife Voluntary and Aflac supplemental insurance for active officers. Update information on insurance carriers’ enrollment system and provide monthly billing information to Finance.
  • Handle officer inquiries regarding health and wellness benefit plans. Serve as a liaison between officers and Chesterfield Resources regarding benefits, disputes, unpaid claims, and explanation of benefits and serve as an internal claims examiner for issues escalated to THQ review.
  • Serve as a liaison between officers and the Officer Healthcare Benefit Council. Work with Chesterfield Resources to prepare medical information to present to OHBC for consideration of approval. Set monthly meeting dates, prepare the agenda, present cases, record decisions, and prepare Minutes for OHBC. Prepare NOA material and attach all backup materials as required.
  • Notify and follow up with active officers regarding required physicals’.
  • Process medical leave benefits. Prepare detailed information and instructions regarding medical leave allowance and reimbursement. Track and process medical leave allowance reimbursement. Provide guidance to officers on medical leave.
  • Provide information and guidance to officers regarding LiveHealth, Behavioral Health, Chesterfield Resources.com, assisted living, nursing homes, extended care, etc. Promote healthcare resources and initiatives.
  • Liaison with active officer surviving spouse/family and Chesterfield to coordinate MetLife benefits. Advise surviving family of the MetLife claims process and forward MetLife claims documents to family. Forward necessary documents to Chesterfield for submission of claim.
  • Process any medical reimbursements for special circumstances.
  • Coordinate with Chesterfield for issuance of new/replacement Medical/Dental ID Cards.
  • Work with Chesterfield Resources to coordinate and participate in the Annual Review for the Eastern Territory.
  • Coordinate Triple S coverage for officers with the PRVI HR Director and OHCP benefits.
  • Process dental cases for Notification of Approval. Prepare communication with officers and commands.
  • Ensure accurate health and wellness benefit information is updated and maintained in all officer information systems as required.
  • Any other duties or projects assigned.

Qualifications

  • Associate's degree or equivalent from two-year college or technical school.
  • 3-5 years of related experience.
  • LPN or RN licensure or 2 years education/experience in related field.
  • Knowledge of the general principles and practices of benefits administration.
  • Knowledge of effective and efficient record keeping practices and procedures.
  • Knowledge of administrative support practices and procedures.
  • Knowledge of basic mathematics.
  • Knowledge of basic insurance principles and practices.
  • Ability to supervise and participate in the processing of insurance claims in accordance with established policies and procedures including ability to determine which policy/procedure applies in each given case.
  • Ability to analyze large amounts of information to interpret relevant points, to summarize data effectively, and to advise management of findings. Ability to follow benefits guidelines and ensure that day-to-day practices comply with federal and state regulations.
