The property portfolio for The Salvation Army – Eastern Territory is comprised of 1,686 owned and 169 leased properties -  shelters, retail stores, corps/churches, community centers, and living quarters located throughout twelve Northeastern states, Puerto Rico, and the U.S. Virgin Islands.

 

The Property Director – Eastern Territory is responsible for three inner departments, Property and Facilities Department, Conference Center, and the onsite Café located in West Nyack, New York.  The total staff count of all three departments total thirty-two individuals.  The Property Director primary job is to effectively provide direction and oversight to deliver expert property management services regarding the purchase, sale, leasing, construction, renovation, and major maintenance of The Salvation Army properties in the Eastern Territory. This position is a critical member of Territorial Property Council and serves as Secretary of the Council. 

 

This is an onsite position, requiring approximately 35 hours of work per week and may be eligible for a hybrid work arrangement.

Responsibilities

Property Operations Management:

 

  • Direct the management of construction and renovation projects; advise divisional and departmental leaders of policies, procedures, and applicable regulations prior to engaging in any purchase, sale, leasing, construction, renovation, and major maintenance of property.
  • Provide guidance and support to instruct Command Property leaders on how to prepare a comprehensive proposal and enable them to obtain approval for the project plan; review required project plan information such as appraisals, site assessments and inspections, legal services, project cost, valuation, schematics, surveys, etc. that must be provided in a proposed project plan as outlined in TSA’s Property procedures.
  • Evaluate the submissions of the proposed project plans; ensure they are fully vetted, documented, compliant with TSA’s Property procedures, and all open items are addressed. Determine readiness of proposed project plans for submission to the Territorial Property Council for approval and funding.
  • Provide on-going guidance to divisional and department leaders after the project plans are approved; outline consistent methodologies to monitor quality, costs, timeliness, etc. to completion and confirm compliance with regulatory and code requirements.
  • Ensure divisional and staff leaders adhere to procurement procedures for architectural, engineering and construction management services. Vet submission requirements of vendor proposals and submit to Territorial Property Council for approval and funding.  Establish KPI’s for vendor services, perform on-going monitoring and vendor performance assessment.  Arrange for selected vendors have a point of contact in the Property Department throughout the contracted service period.
  • Develop short- and long-range property management plans and comprehensive capital and operating budgets in consultation with Finance, Divisional and Department leaders. Identify all sources for capital and operating funds such as capital campaigns, lease renewals, move-outs and unit transfers. Determine whether properties proposed as gifts are feasible for the organization.
  • Perform scheduled and ad-hoc onsite inspections throughout the territory; inspections include, but not limited to, construction projects, housing quarters, new purchases, and leases.
  • As a TSA’s subject matter expert, provide guidance and support on matters involving community redevelopment, eminent domain matters, easements, assessments, taxes, liens, and exemptions.
  • Work in consultation with the Territorial Risk Management Department to manage Property Risk Management system to proactively identified and mitigate potential risks throughout the territory; cover matters such as compliance with Federal, State, and local level as well as other applicable standards (e.g., American Society for Testing and Materials, Consumer Product Safety Commission). Leverage technology to ensure efficient tracking and reporting.
  • Maintain and update Property Management manuals, policies, and procedures to successfully achieve the intended results of the projects. Partner closely with legal counsel in connection with the various legal aspects of property purchase, lease, sale, etc., and for review and  action by the Board of Trustees.
  • Regularly informs senior leadership on approved projects, concerns on new projects and other property affairs of the territory; provide advice to help them in decision making and priority setting.
  • Manage and provide direction to the Facilities Department primarily responsible for the West Nyack location as well as the Conference Center and Food Services responsible for hosting onsite events for both internal and external customers.

 

Territorial Property Council

  • Serve as a member of Territorial Property Council and the Secretary of the Council. At Council meetings, ensure advance notice of meetings, agenda items, and distribution of pre-reads, etc.  As the Council’s liaison, review proposed project plans submitted by the divisional and department leaders. Provide information at council meetings that will aid in project prioritization, risk mitigation, compliance, and approval and funding of proposed project plans.
  • Update the Council of trends in property and building costs throughout the territory, project statuses, budget overruns/underruns, inspection findings, etc. Establish a communication process to consistently inform the Council on property matters throughout the Eastern territory which may need immediate attention.
  • Share outcomes and decisions from Territorial Property Council with the respective divisional and location leaders whose construction projects and other property matters were reviewed. Provide continued oversight as the project plan is implemented.
  • Ensure meeting minutes are recorded and distributed for board approval. Incorporate reports that address outstanding items and action steps from previous meetings. Facilitate meetings to effectively cover topics within the time allocated.

 

Leadership/Staff Development

  • Foster a positive work environment which is conducive to collaboration where all staff members are working together toward achieving the department’s vision.
  • Hire, develop, evaluate, reward, motivate and retain a high performing team of Property professionals; establish clear and measurable goals, ongoing and candid feedback, encourage skill development and measurable results with a focus on efficiency, service, and continuous improvement at every level.
  • Ensures that the Property staff has strong and diverse knowledge to achieve the performance expectations of the Property Department. Hire, develop, evaluate, and reward staff who apply the critical skills to achieve exceeding results.  Where possible, they should leverage technology solutions to gain greater efficiency and productivity.
  • Develops a plan that provides for succession and continuity in Property positions requiring technical and/or specialized skills.
  • Build strong relationships with employees at all levels of the organization. Work closely with business partners and leaders across the territory; have a strong understanding of their issues, challenges, and opportunities. Identify creative solutions to better enable them to deal with Property Management matters.
  • Serves on Territorial Headquarters or departmental boards, councils, or committees as well as attend Army and non-Army events. Prepare seminar and educational materials on property topics to provide academic information at the College of Officer Training.
  • Ability to travel throughout the Eastern Territory, up to 25% of time.
  • Performs special duties as assigned.

Qualifications

  • Bachelor's Degree
  • 7-10 years of related experience
  • Property Management/other related certification is a plus
  • Valid State Drivers' License a must

 

Knowledge/Skills/Experience:

  • Possess 10+ years of progressive multi-site experiences in the Property Management industry, preferably non-profit and/or low-income housing.
  • BBA degree preferable in Technical: Engineering/Architecture or Business: Accounting, Public Administration, or Finance; or Building Construction or Facility Management. Master’s degree helpful.
  • Proven results in leading teams with diverse skill sets; possess excellent leadership and interpersonal skills with the ability to build and motivate high-performing teams.
  • Ability to multi-task, work under the pressure and meet deadlines.
  • Exceptional communication and problem-solving abilities.
  • MS Office skills a must and experience with a Construction/Property Management system helpful.
  • Possess strong working knowledge or demonstrated experiences with:
