We are currently conducting a search for a Program Director/Site Supervisor for this Youth Program.  The Program Director for the TAPC program is responsible for the supervision of this 24-bed Transitional Living Residence for pregnant and parenting homeless youth, including funding components associated with ESG, United Way, NYSSHP and Onondaga County Prevention Services. Our TAPC program provides secure, affordable apartments, independent living skills trainings, parenting and health education, case management, on-site childcare, and 24 hour staff supervision for homeless, pregnant and parenting adolescent girls, ages 16-21, and their children.

Responsibilities

 

  • Oversee case plans and treatment services for residential and non-residential clients, including aftercare plans as needed
  • Supervise daily operations for clients served through residential site
  • Supervise daily operation of staff, interns, volunteers and clients within 24-hour transitional living site and non-residential community settings
  • Provide services to approximately 50 clients annually, in compliance with program contracts
  • Provide 20 RRH clients with rental assistance case management and crisis intervention services
  • Maintain 85% occupancy rate within the residences, complying with funded regulations and eligibility standards
  • Process all referrals and requests for service in relation to program waiting lists and priority issues
  • Facilitate “House Meetings” involving staff and youth, creating an atmosphere of youth empowerment and increased learning
  • Monitor daily and weekly Independent Living Skills classes, ensuring that progress in ILS skills and knowledge is achieved
  • Assure the provision of quality services for both youth and adult populations living at the TAPC
  • Remain in compliance of regulations associated with funding sources
  • Remain knowledgeable of both youth and adult service systems associated with the age range of 16-24
  • Verify the accurate documentation of client interactions and program operations
  • Recruit, train, supervise, and evaluate staff to ensure that the residential and non-residential teams are competent and appropriately trained to work with the multiple populations encountered through the various ages and funding sources listed above
  • Maintain compliance with required topics and total training hours as directed by NYS Office of Child and Family Services and COA
  • Maintain and prepare statistics, reports, surveys and program evaluations as necessary
  • Maintain statistical accountability as it relates to data bases associated with the various funding sources listed
  • Oversee budget expenditure and purchases including all food and daily household necessities
  • Assist staff with the management and selection of client assistance funds and related items
  • Ensure strong relationships between TAPC services and Onondaga County, including client related services and funding opportunities such as county school districts, Probation officers and youth employment services
  • Maintain attendance at various subcommittees associated with funding sources
  • Supervise staff and oversee maintenance and care of residential and non-residential physical sites and office areas
  • Maintain approved 24-hour staffing plan in accordance with the regulatory sources listed above
  • Fulfill 24-hour on-call responsibilities as needed
  • Demonstrate cultural competence, as well as integrate understanding into daily responsibilities and participate in meeting the objectives of The Salvation Army, Syracuse Area Services Strategic Plan

 

Qualifications

  • Four year degree with three to five years of related experience is preferred.
  • Experience working with youth and families.
  • Excellent verbal and written communication skills
  • Bi-lingual is an asset
  • Position requires the incumbent to have and maintain a valid NYS driver license that meets our insurance requirements
