Overview

Location: Hartford, CT (The Bloom Initiative serving Hartford, Willimantic, and New London)

Status: Exempt, Full-time

Hours Per Week: 40

Schedule: Mon-Fri, 8:30 am – 4:30 pm; every other Thurs, 1:00 pm - 9:00 pm

 

Scope & Purpose: Provide comprehensive case management services to survivors of human trafficking. Serve as the primary point of contact for survivors in coordinating necessary services and resources to address the survivors’ complex needs, including but not limited to emotional and mental health, housing/shelter, employment, medical, legal, and other supports. Participate in weekly street outreach, program planning, drop-in center, and community education. Operate within program budget and funds; serve as a liaison for the program; and fulfill all administrative program requirements, including submission of progress reports and data entry.

Responsibilities

  • Serve as a positive and professional representative of The Salvation Army.
  • Assess survivors initially and proceed with safety planning, orientation to services, and support and referrals by evaluating individual needs.
  • Provide comprehensive case management services to survivors of human trafficking that follows a trauma-informed, harm-reduction, survivor-centered approach. Services will include accompanying survivors to appointments, social service agencies, meetings with law enforcement, etc.; collaborating with survivors to develop a service plan and timeline based on identified goals and barriers; meeting face-to-face with survivors throughout the month to review goals and make updates or changes to the plan; and maintaining weekly contact with survivors through phone calls and emails.
  • Assist survivors with accessing resources, including shelter, emotional and mental health, medical services, employment services, legal services, and others as determined by the individualized service plan.
  • Refer and connect survivors to the appropriate Corps locations for pastoral care, adult programs, youth programs, etc.
  • Track program statistics and outcomes, enter data, draft reports, and submit reports as requested.
  • Assist with the recruitment, training, and coordination of volunteers to assist with outreach.
  • Attend all anti-trafficking councils, committees, and community meetings as requested.
  • Attend case review meetings biweekly with the AHT Coordinator and monthly staff meetings with the supporting supervisor(s) or as requested.
  • Attend relevant trainings, seminars, conferences, and other professional development opportunities as instructed.
  • Engage and support the community by participating in outreach efforts to increase human trafficking awareness and victim identification, including presentations on the program and human trafficking issues as requested by the supervisor.
  • Assist Outreach Worker with street outreach and drop-in center program.
  • Must be on-call for one week per month, subject to change.
  • Assist with developing and implementing an outreach plan involving awareness campaigns, street outreach, and drop-in efforts.
  • Prepare and maintain quality case notes and documentation for any contact made and service provided.

Qualifications

  • Must embrace, support, and reflect well on The Salvation Army’s mission and values.
  • Bachelor's degree in social work or a related social services field; two years of case management experience required.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to maintain ethical conduct following organizational policy and conduct business consistent with the organization's mission, values, and policies.
  • Ability to work independently on assigned duties and willingness to seek and accept supervision as needed.
  • Bilingual in English and Spanish is a plus.
  • Computer proficiency in Microsoft Office is required.
  • Excellent interpersonal skills, including empathetic listening.
  • Excellent organizational and case file/documentation management skills.
  • Experience in public speaking and speaking to small groups preferred.
  • Knowledge of, or willingness to learn, a trauma-informed, harm-reduction, and survivor-centered approach.
  • Linguistic and cultural competency to holistically serve survivors of human trafficking.
  • Must complete KeepSAfe and other training requirements upon hire.
  • Valid Motor Vehicle Driver’s license is required. Must obtain and maintain driving privileges per Salvation Army insurance company.
  • Prior experience of at least two years working with survivors of human trafficking or other victims of crime preferred. Experience should include providing direct service to underserved populations. Survivors of human trafficking are encouraged to apply.
  • Unquestioned confidentiality with sensitive personal information.
  • Working knowledge of the functions of community organizations, social services, public benefits, health care systems, and related human services.
  • Adhere to guidelines for staff responsibilities as found in the Salvation Army’s Employee Manuals.
